How does the helicopter load Victims and return?

Victims can board from the helicopter space without the Final Girl on an exit, since the station's pad is the exit space; once at least one is aboard it can't come back until dropped off. It needs a helicopter icon or Fly Faster to move, including returning from the airport, and can drop Victims at the Arctic Airport and use a second move to fly back.
