Does an enemy break a Padlock if no one is in the room?

Yes — it breaks the Padlock the next time it resolves an attack (knife) symbol while next to it, even if the space is empty. Until then it keeps its target but stops at the Padlock. Only the Final Girl and Victims moving with her can pass through.
