How do pills and the Side Effect deck work?

Each pill colour, or discarded combination of colours, has its own effect. Drawn Side Effect cards are discarded, not shuffled back; reshuffle the discard only when the deck runs out. A 'draw no more Side Effect cards' line applies only to the current set of draws.
