Yes. Maniacs are Minions, not Victims, so you can attack and kill them, and creating or killing a Maniac doesn't trigger panic. Special Victims such as Hannibal never become Maniacs (left out of the rulebook, but in the FAQ). Maniacs have Attack and Movement 1.
