When the Killer's target is 'closest', how do I decide, and does the Final Girl count?

The Killer heads for the closest eligible target, and the Final Girl counts as a candidate. On a tie, it goes for the group with the most Victims (she is not a Victim). If that is still tied, settle it with the Game Ambiguity rules, as is also the case with two equally short routes.
