No — Retaliate damages only the enemy that attacked you. Normal attacks may split damage among Minions, but Retaliate does so only when Minions attack as a group (like birds or zombies), not Puppets, who attack one at a time. Earlier answers that allowed it were corrected by the designer in 2026.
