When and how do Puppets act in the Killer phase?

Puppets are Minions: they follow the Minion action, not the Killer action, acting before Geppetto. Each Killer phase spawns a Puppet if one is ready, then every Puppet on the board targets and moves (and attacks on cards that say so). A killed Puppet goes to Exhausted and returns later; nobody starts on the board. A Terror card's Killer action does not make Geppetto take an extra action.
