No on both counts while you are awake: you can't attack Dr. Fright and he can't attack you (he can still attack Victims), unless a card says otherwise. Blurred Reality doesn't change how attacking works, only what is permitted. Retaliate against him is allowed if a card lets him attack you. Asleep, you attack him by the normal rules (range and so on), and Boiler Room attacks hit you wherever he is.
