When are Event cards drawn, and are they permanent?
The designers answered this directly, and it matches the rulebook's text.

One Event is flipped at setup, and more appear only when the Event icon (usually on a Terror card, plus a few Killer effects) says so. An Event with no discard instruction stays in play; one-shot Events say to discard. There is no limit on how many ongoing Events can be in play, and a new one never cancels an older one.
