Can I place a worker and then decline to do the action to block my opponent?

No. You may skip a turn by removing a worker from the Month space without acting, but once a worker is on an action space you must actually do something there: at least one conversion on a conversion space, and a build on a Builder space. The publisher (via a forum reply relayed later) ruled this, reversing an earlier answer that allowed blocking.
