Can I pay for a double Grandmother action with East Frisian Tea she gives me in the first half?

No. The East Frisian Tea that pays for a double action has to be in your supply when you place the worker; tea gained during the first action cannot fund the second. The designer plays it this way and said the rulebook should be clarified.
