Can I imitate an action of the other season, and does it count against the one-imitation limit?

Yes. The Special Action lets a worker use an action of the other season, including imitation, and the designer reads that exception as overriding the one-imitation-per-season limit. The food cost is the printed cost of the space where the worker goes.
