Is there any cost to the starting player for using the Special Action?

No direct cost. The starting player can take an off-season action with no penalty, and the opponent gets the marker for the next half year; the only trade-off is giving up the chance that your opponent goes off-season and lets you keep first player. One poster argued it should cost something, but the other replies say the design is intended that way.
