Can I use the Peat Boat or the dark green anytime buildings during Inventorying?

Yes for the dark green buildings: their yellow-arrow conversions can be used at any time, any number of times, and the rulebook says so explicitly for the Schnapps Distillery "even between Harvest and Sustenance". Forum players apply the same to the Peat Boat, which the rulebook also lets you use at any time, for example to turn Peat into Food before Sustenance.
