Can I build a building or use its effect if I cannot do every part of it?

Yes. You can buy a building even if you cannot use all of its effect, for instance taking the Clay from the Colonist's House when there is no Peat to cut. Where no conjunction links two effects they read as "and/or", so you may take one and skip the other; Feuerland ruled in 2022 (as relayed by posters) that the Workshop's tool upgrade can be declined while still taking its Wood.
