How does the Master action work: which tools, how many, and does a new Workbench count immediately?

You may move one Tool indicator one space per Workbench you have, any tool regardless of season or board side, but each indicator only once per Master. Paying for the Workbench step raises your count at once, so you can still move extra tools (rulebook example: 3 total movements with 2 Workbenches). You pay per step, not per tool gained.
