At the Farmer, can I plow Fields without building a new Plow?
The publisher answered this directly in a forum post, and it matches the rulebook.

Yes. The two parts of the Farmer are "and/or": build a Plow, plow Fields (one per Plow you own, or fewer), or both. The publisher corrected the p. 13 wording that implied the top part came first. A Plow built in the same action counts for plowing.
