Can I take anytime actions (loading Vehicles, moving Animals) during my opponent's turn?

Yes. Anytime actions may be done at any point in the Work Phase, including while your opponent is placing workers, but not in the middle of another action. You can keep loading Vehicles even after all your workers are placed, until you declare the end of your Work Phase.
