How does Book of Changes work, and can it make a suit Wild or affect cards outside my hand?

It changes the suit of one other card in your hand, which may be made Wild, before any bonuses or penalties apply. Name, strength, bonus and penalty stay the same, and cards outside your hand cannot be targeted.
