Is the Summer Meadow draw mandatory, or may you skip it?

Yes — it is mandatory. When you prepare for Summer you must draw up to two cards from the Meadow, as far as your hand limit allows. The rulebook's wording says you "may" draw, but the designer clarified that it is not optional.
