How does Windlore work: when does he trigger and how does he return?
Windlore is placed as a normal worker action, on the deck to use his power. His power triggers once, after an opponent's turn in which they drew from the deck, not once per card, and not for draws from the Meadow or the discard pile. While he sits on the deck you may draw beyond eight and discard the excess. He returns on Prepare for Season like other workers.
