Can you use Bellfaire player powers with the base game without the rest of Bellfaire?
Yes. Using the powers is fine without the other Bellfaire parts; the designer says there is no reason you cannot. The usual adjustment is to remove the worker you would get when preparing for Spring, which is intended for balance but can be kept if you prefer.
