Can you play a card when your city already has 15 cards?

Generally no. With 15 cards you can only play a card that frees or needs no space: a Wanderer (takes no space), Ruins (replaces a Construction), an Innkeeper or Crane already in your city discarded as you play (3 off), or the Dungeon, which moves a Critter out of your city. Anything else needs an empty space.
