Can the Husband and Wife both be placed in the Dungeon together, since they share one city space?

Not together. The designer rules that each Critter card goes in its own cell: one of them in the first cell, and the other only on a different turn once a Ranger unlocks the second cell. Once in the Dungeon a Critter is no longer part of your city, so the shared space no longer applies.
