With three players, is one colour starting deck left out?

Yes. One colour's starter deck goes unused, so that colour only arrives through Eternal decks. One player suggests that in Stage D, if the first Guardian Skull to appear is the unused colour, redrawing it is a reasonable fix, but this is not an official rule.
