Can Rare cards be used in jewel recipes, including 1/5/9 and under the Witch curse?

Yes. A Rare can stand for any colour or number in a recipe, you can use several in one recipe, and that includes the 1/5/9 recipe. The Witch curse only bars Rares from the Field, so recipes and the River are unaffected, as are permanent Rares gained from a Key Bonus.
