How can I get out of a row that has become blocked?
The rulebook states this plainly.

Play a Rare after the 9 in a Mountain or after the 1 in a Cave, or use the Minotaur ability to swap out a card. Completing the top row for a Camp card is a last resort. A Rare does not reset the sequence for later cards, which are still checked against the whole row.
