Do I need presence to draw a card with Draw value 0?
Only Europe and Slavery cards have value 0, and you need no discs for those. Every colonial card needs at least 1 presence in its region. Your base presence in Europe lets you occupy, attack, ship to fleets and take 0-value cards there, but nothing else.
