Do I place a disc on a link, and does a link count as presence?
The rulebook (Occupy) covers this, and forum replies agree.

No to both. You claim a link's reward token once you hold the cities at both ends, but no disc goes on it; markers are used only for counting at game end. Links never count toward presence, and you can lose a link's end-game points by being attacked.
