How does Imperialism's ship-then-attack and Blockade token work?
Several experienced players agree; there is no official ruling.

No attack building is needed: you pay the trigger disc and ship disc, then a casualty and a disc to knock out a city, roughly four discs. With Ability 2 you may claim a Blockade token and the trade token under it without controlling either link end. Blockades score even if you later lose the link. Blockades start on links to India and Far East cities (9 on the 2/3/4 board, 6 on the 4/5 board).
