How does the Dutch East India Company's building upgrade work?
Return a building and take one up to one level higher. You lose the returned building's symbols. If none is left a level up, take one of the same or lower level (even the one you just returned). It bypasses your Industry limit, but is capped by the traded-in building's level and by the discs and draw buildings you need.
