Does a Governor in the free Governor slot count toward my card limit?
The rulebook (Hand Limit and Discarding) covers this, and forum replies agree.

No. The free Governor slot sits outside both your card limit and the five-card maximum. The cost is that you forfeit the slot's 3 Glory at game end. A Governor placed in a normal slot does count.
