Can I take any card from the discard pile, not just the top one?

Yes, any discarded card, provided you meet its presence requirement (counting your Europe presence). Slavery cards never enter the discard pile, and discarded Governors leave the game. The designer's discard-pile ruling takes precedence over the rulebook text that sends discarded cards to the bottom of their stack.
