Who can use all six dice in the first three turns?
The rulebook states this directly, and forum players agree.

Everyone. In the first three turns (the first three active players) all players choose from all six dice, the active player removes none, and players may pick the same combination. This counts turns, not rounds, so with two players it covers turns of both players.
