Can Veto! stop a special action part-way through, or only at the start?

The current rulebook has you announce the veto as the other player starts the special action, and it cancels that special action (not the Caballero placement). Many forum replies and older Big Box and Kramer-era wording instead let a veto stop an action in progress, for example cutting off the remaining regions of a multi-region scoring. Table practice differs, so agree on one reading before playing.
