Can two players play the same power card value in a round, and can a player be left with no legal card?

No. Every power card in a round must have a different value, so anyone who plays later may not repeat a value already on the table. With 13 cards over 9 rounds (and at most 5 players) you always still have a legal card, so you cannot get stuck.
