When a card says 'up to' some number of Caballeros, do I have to move that many?
Where a card says 'up to', yes you may move fewer than the number shown, down to none. Caballeros may come from the same region unless the card says otherwise. If a card gives exact numbers, or you start a special action that doesn't say 'up to', it has to be carried out in full unless a Veto! stops it. One reply read 'up to' differently.
