Can I pick the King's region (or a region where the victim has nothing) for cards that remove or move Caballeros?

No. For cards such as Evict, Civil War or the removal cards in the 2-stack, the King's region can never be the region chosen, even if it would cost nobody anything. The region also has to be one where the effect can happen. A player whose only Caballeros are in the King's region is untouched by return-to-province cards.
