Do the King's bonus and home region bonus need a true majority, and what if there is a tie?

They need only the most Caballeros in the region, not more than half. A tie for first means nobody gets the +2, and players tied for second get no bonus because the bonus needs first place. The +2 is added on top of the region's normal points, so first place in a 6-point region with your Grande there earns 8.
