Can a marker already at the top of Spice Must Flow be raised (by spending 3 spice) to buy extra Imperium Actions?
One player quotes the rule; the rulebook says markers cannot move above the top step.

No. Markers cannot move above the top (or below the bottom), and the extra Imperium actions come only from raising a marker one step, so a marker at the top can only be kept in place for one Imperium Action. An early reply saying yes is wrong.
