What happens when there are not enough free Air Zones to place all Space Frigates?
The Harkonnen player must first remove one Ornithopter or Carryall from an Air Zone for each Space Frigate (Atreides or Harkonnen) that cannot be placed, and chooses which ones. The Harkonnen can limit where Atreides frigates go but cannot prevent them from being placed, and frigates themselves are never replaced by new vehicles.
