Can a Harvester already on the board be placed in a new area while others are still in reserve?

Yes. Placing a piece can take it from the board, and the rule against moving a Harvester only means it cannot walk to an adjacent area like a Legion. The designers reportedly confirmed that relocating a board Harvester is allowed even with others in reserve. This is a relayed ruling, not a designer post, and one player argued the default is to place from off the board.
