Can a Legion both move and attack with the same Action die?
The rulebook's Strategy and Leadership definitions say move or attack; forum replies note the exceptions.

No. A Strategy or Leadership die lets you move two different Legions or attack with one, not both, so a Legion first gets into range and attacks with a later die. The exceptions are specific effects such as Feyd-Rautha or a card. With such an effect the move is fully resolved first (stacking, Wormsigns) and the attack is made with the Legion as it then stands.
