What is the difference between a free area and an empty area?

The rulebook defines free areas; the empty-area details come from player replies.

An area is free for a player when it has no enemy Settlements, enemy Units or Sandworms. An area holding only an Ecological Testing Station or only a Harvester is free for both players but is not empty. A truly empty area (no tokens or figures at all) is free for both; an area with only a Sandworm is free for neither. A Family Atomics overlay does not stop an area counting as empty, though that point is argued by some players.
