When can an End of the Round Prescience card (The Lisan Al-Gaib, The Fremen Call Paul the Mahdi) be claimed?

Only in the End of the Round phase. Meeting the condition earlier in the round does not count: you carry out the card's requirement then (reveal the Sietch or tokens with Paul in that area) and claim it. If Paul is in the Regeneration Tank at that point, you cannot claim it. These cards are not Free Actions, and a Sietch the Harkonnen has already forced open cannot be revealed again.
