Can an action that moves two different Legions move the same Legion twice, and are the moves simultaneous?

No to the first: the word different stops you moving the same Legion twice with one die or card. The moves are treated as simultaneous: no figure moves twice and stacking is checked only after all moves. Pieces placed during the resolution of a move (such as Spacing Guild landings) cannot be used in the same action.
