What is the difference between deploying and placing a piece?

Deploy takes a piece that is off the board (on your dashboard or in supply) and puts it on the board. Place takes a piece from anywhere, off the board or already on it, and puts it where the card says, so a card that places a Leader or Paul can use a piece already on the map. Neither can take pieces from the Regeneration Tank. A Leader must be in play (not necessarily on the board) to be placed, so a Named Leader can be deployed and later placed elsewhere.
