Can the Harkonnen place an Ornithopter or Carryall in an Air Zone that already holds a vehicle?

Yes — but only by swapping. If you want a different vehicle in an occupied Air Zone, the vehicle already there is removed and the new one takes its place. Each Air Zone holds one vehicle at a time.
