How are the Action dice split between two players on one side?
The rulebook's 3–4 player Action Resolution rules describe the split.

One player rolls all the faction's dice. Each player takes the dice whose results appear only on their own dashboard, and dice that fit both dashboards are split as evenly as possible overall (not result by result). If everything would go to one player, they keep one die and reroll the rest. A leftover die in the Harkonnen team goes to House Harkonnen.
