While the Supremacy marker is at step 5 or lower, the Harkonnen may spend 3 spice instead of an Imperium move to gain 1 Supremacy point, once per Spice Harvesting phase. It is not required to pay the Imperium markers first, and the same spice cannot be spent twice (for example also on a Guild token). The step numbers refer to the Supremacy track, not the Spice Must Flow board.
